Assistant Property Manager

POSITION SUMMARY
The Assistant Property Manager I supports the day-to-day operations of the property management office. Responsibilities include assisting residents and applicants, processing applications and leasing documents, maintaining resident files, collecting and processing rental payments, scheduling appointments, assisting with inspections and vacant units, maintaining records, and supporting the Property/Site Manager with administrative and property management functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist with application processing and maintaining applicant wait lists.
  • Prepare and maintain complete resident files.
  • Assist with certifying resident income and maintaining required documentation.
  • Prepare late notices and notices to pay rent.
  • Assist with annual unit inspections.
  • Collect rents and prepare receipts.
  • Maintain general office files and records.
  • Assist with data entry, billing, and quarterly electric meter reading notifications.
  • Assist with advertising and required computer postings.
  • Prepare correspondence, repayment agreements, leases, public notices, reports, agendas, meeting minutes, and confidential documents.
  • Schedule meetings, appointments, interviews, and other functions.
  • Assist with showing available units and screening applicants.
  • Assist with scheduling vacant units for refurbishment and occupancy.
  • Assist with the maintenance work-order system and purchase-order procedures.
  • Order office supplies within established budget guidelines.
  • Maintain inspection tickler files and apartment condition/status records.
  • Assist with weekly and monthly reports.
  • Work with the Site Manager regarding legal proceedings.
  • Maintain inventories of project supplies and equipment.
  • Assist residents and members of the public with completing forms.
  • Answer phones in a professional and courteous manner.
  • Maintain an ongoing traffic log.
  • Communicate professionally with residents, applicants, and outside representatives.
  • Attend staff, site-team, and department meetings as directed.
  • Assist with HUD EIV reports and updating resident information as necessary.

MINIMUM QUALIFICATIONS

  • High School Diploma or GED.
  • Experience in affordable site/property management, or an equivalent combination of education and experience.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in Business Management.
  • Experience working in a municipality or housing authority.

SPECIAL REQUIREMENTS

  • Must obtain Public Housing Specialist (PHS) or equivalent certification within two years of employment.
  • Must successfully complete the Uniform Physical Condition Standards (UPCS) proficiency test within two years.
  • Must complete Low-Income Housing Tax Credit Compliance certification when assigned to a tax-credit property.
  • Must complete Fair Housing training within 12 months and annually thereafter.
  • Valid Virginia state identification or driver's license required.
